This was the second year in a row that fewer than 20,000 children were born in Slovenia after the figure had been exceeded for ten consecutive years prior to 2018. Meanwhile, the number of the deaths increased by 0.5% compared to 2018. The average age of the deceased exceeded 78 for the first time last year, reaching 78.1, at 73.9 for men and 82.1 for women. La Région wallonne a accordé un permis unique conditionné à l’entreprise IBV (Industrie Bois Vielsalm) située sur le zoning de Burtonville. Cette décision a été accueillie favorablement par Joseph Haas, administrateur délégué, avec quelques bémols.
 » Ce permis conditionnel compte 250 pages », souligne-t-il. « La Région wallonne a tenu compte des recommandations faites par le collège communal et différentes mesures sont retenues ou imposées afin de limiter le bruit et l’émission des poussières. »
Des transformations doivent être réalisées afin d’atteindre ces objectifs. « On souhaite évidemment que l’impact soit minime mais cela va coûter beaucoup d’ argent. Ces mesures représentent un investissement de deux à trois millions d’euros »poursuit-il. 
La demande de permis portait, on s’en souvient, sur le renouvellement du permis d’exploiter, la régularisation du système d’alimentation des chaudières et l’extension des activités via notamment la création d’une nouvelle cogénération et d’ une nouvelle unité de pellets.
« Les travaux relatifs à l’extension débuteront en septembre »précise Joseph Haas.  » Si tout se déroule comme prévu les nouvelles unités de pellets et de cogénération seront opérationnelles en mars 2022. »
Les 26 recommandations, jointes à l’avis favorable du collège, portaient notamment sur la nécessité de mettre en place un procédé de filtration gazeux, de contrôler les rejets d’eau usée et d’utiliser, autant que faire se peut, l’eau de pluie. En ce qui concerne le bruit, le collège demandait qu’il soit de 5 décibels inférieur aux normes. Ces conditions s’ajoutaient à celles déjà mentionnées dans l’étude d’incidence et valaient pour les activités existantes et futures.
Les groupes de la minorité Ecolo et Comm’vous lesquels demandaient dans une résolution à la majorité de remettre un avis défavorable sur le projet d’extension ne se sont pas encore positionnés sur l’octroi du permis unique. Ils vont analyser la brique de 250 pages avant de réagir. Un recours contre le permis auprès du ministre de l’aménagement du territoire n’est, à ce stade, pas encore exclu.
